Delhi invites private groups to adopt Heritage Monuments

The Delhi government has approved a new initiative that will allow public sector undertakings, NGOs and educational institutions to adopt 75 heritage monuments across the city. The programme aims to improve conservation, visitor facilities and public participation in preserving Delhi’s historical landmarks.

Launched under the ‘Hamare Smarak, Hamara Gaurav’ initiative, the scheme covers monuments maintained by the Delhi government’s Department of Archaeology. Notable sites on the list include Mirza Ghalib’s Haveli, Malcha Mahal, Bhuli Bhatiyari Ka Mahal and the Dara Shikoh Library.

Adopting a monument does not transfer ownership to private organisations. Instead, selected organisations, known as Monument Mitras, will manage visitor amenities such as cleanliness, security, lighting, landscaping and light-and-sound facilities for a period of five years using their own resources.

Interested organisations must submit an Expression of Interest (EOI) along with a proposal outlining their plans for improving the selected monument. A tripartite Memorandum of Understanding (MoU) will then be signed between the Delhi government, the land-owning agency and the selected Monument Mitra.

Alongside the adoption scheme, the Delhi Cabinet has also approved financial assistance of up to ₹2 crore for scientific conservation and redevelopment of heritage sites. Revenue generated through approved activities must be reinvested in the maintenance and development of the monuments.

The initiative is expected to strengthen heritage conservation, improve visitor experiences and encourage greater public involvement in preserving Delhi’s rich historical and cultural legacy.
