Goa extends beach shack policy


Goa has extended its beach shack policy by one year, allowing existing operators to renew their licences for a fourth consecutive year. The move aims to provide operational continuity ahead of the tourism season while introducing measures focused on safety, surveillance, sustainability, and improved management of beach infrastructure.

The decision was announced by Rohan A. Khaunte, Tourism Minister, Government of Goa, following a meeting with stakeholders. Under the extension, existing beach shack operators will be able to renew their licences until 15 August 2026 on the same terms and conditions, enabling them to prepare for the upcoming tourism season.

The extension forms part of the state’s broader efforts to promote sustainable and regenerative tourism. The Goa Tourism Department is streamlining processes related to the licensing, operation, and management of beach shacks and deck beds across identified beach stretches in the state.

During the stakeholder meeting, discussions focused on enhancing transparency, strengthening regulation of beach infrastructure, improving visitor safety, particularly for digital nomads, and preserving Goa’s coastal environment. As part of the proposed measures, all beach shacks will be required to prominently display the Tourist Helpline Number 1364 to provide visitors with easier access to assistance and grievance redressal services.

The state is also exploring the installation of dedicated Wi-Fi poles and pods to improve internet connectivity across beach shack zones. In addition, the Tourism Department is considering the use of drone technology and surveillance systems to monitor littering, unauthorised vendors, and other illegal activities on beaches.

Another proposed reform relates to the operation of deck beds. Under the revised framework, deck beds operated by beach shack allottees will be restricted to an area within 15 metres from the outer boundary in front of the shack. Previously, deck beds were permitted within a larger demarcated area. The change is intended to improve beach management, enhance accessibility, and ensure more orderly utilisation of beach spaces.

The government has also proposed stringent penalties for unauthorised installations and has reiterated the need to reduce plastic usage across beach areas as part of its sustainability agenda.

These reforms are aimed at ensuring transparency, accountability and better visitor experience while protecting our beaches and maintaining the highest standards of compliance. The government remains committed to balancing tourism growth with sustainability and responsible coastal management.”

According to the Tourism Department, the proposed framework seeks to ensure a more transparent and equitable allotment process for stakeholders in each tourism season.
