Eve & FlyBIS sign agreement for 12 eVTOLs

Eve Air Mobility and Brazilian operator FlyBIS have signed a binding agreement for up to 12 electric Vertical Take-Off and Landing (eVTOL) aircraft, marking a step towards establishing electric air mobility operations in Southern Brazil. The agreement includes two firm orders and purchase rights for ten additional aircraft, building on a Letter of Intent signed by the companies in 2022.

FlyBIS plans to deploy Eve’s eVTOL aircraft across destinations in the southern states of Santa Catarina and Rio Grande do Sul. Potential routes include connections between Navegantes, Balneário Camboriú and Florianópolis along Santa Catarina’s coastline, as well as tourism destinations in Rio Grande do Sul’s mountain region, including Gramado and Bento Gonçalves. The proposed network aims to improve regional and urban connectivity while serving tourism and business travel demand.

Johann Bordais, Chief Executive Officer of Eve, said the agreement reflects the progress of the partnership from early market development towards concrete fleet commitments. He highlighted Southern Brazil’s potential for urban air mobility, supported by strong tourism and business activity. The companies will continue working towards preparing the ecosystem for safe, efficient and sustainable eVTOL operations in the region.

The collaboration will also cover key requirements for commercial entry into service, including network planning, operational readiness, infrastructure development and integration of eVTOL services with the wider transportation network. Gustavo Zanettini, Co-founder and CEO of FlyBIS, said the agreement brings the operator closer to introducing a new form of regional and urban connectivity. He added that Eve’s integrated approach, combining aircraft, services and operational support, would provide a foundation for future operations.

Eve continues to advance the development and testing of its eVTOL aircraft. Following its first flight, the full-scale engineering prototype has completed more than 70 flights, including hover and low-speed phases. The company is progressively expanding the aircraft’s flight envelope through transition-flight testing, including the in-flight activation of its rear pusher propulsion system as it moves towards wing-borne flight.

In September 2026, Brazil’s Ministry of Ports and Airports brought together aviation authorities, government representatives and Eve to discuss requirements for the development of the urban air mobility ecosystem. Discussions covered aircraft certification, vertiport infrastructure, energy supply, operational safety, telecommunications and airspace integration. Brazil is considered a key market for Eve, supported by government engagement, a developing certification and infrastructure ecosystem, and passenger demand in cities where transport infrastructure has struggled to keep pace with growth. With two operators already committed to deploying Eve’s eVTOL aircraft and other operators expressing interest, the country is being positioned as a potential early market for commercial operations following certification.
