Goa has earmarked ₹2 crore under its 2026 inbound tour operators’ incentive scheme to encourage international charter operations, as it seeks to strengthen overseas connectivity ahead of the winter season. The incentive was outlined during Goa’s World Travel Market participation. The announcement coincides with the start of TUI’s UK charter programme, whose first Manchester flight arrived at Manohar International Airport on 4 November with nearly 300 passengers. Goa expects around 20,000 passengers through Manchester and London Gatwick this season, with TUI operating four weekly flights across the two routes. TUI officials have reported a 6% rise in winter bookings. Goa Tourism’s 2025 data recorded 40,336 foreign visitors arriving on 189 charter flights, against 58,680 passengers on 266 flights in 2024.
