India proposes 1% sustainable aviation fuel blend for international flights from 2027

The Ministry of Civil Aviation has circulated a draft National Policy on Sustainable Aviation Fuels, proposing mandatory blending of domestically produced SAF in aviation turbine fuel for scheduled international flights. The proposed mandate starts at 1% in 2027, rising to 2% in 2028 and 5% by 2030. The draft also proposes that airlines source at least 90% of their annual international-sector fuel uplift from Indian airports, with penalties for non-compliance. A DGCA-managed national SAF registry would track production, blending and consumption, while airport operators would prepare storage and handling infrastructure. India’s ATF consumption is projected to reach 14.2 million tonnes by 2030, according to estimates cited in the draft, supporting domestic fuel supply chains and production capacity.
